1G-GTE timing

Hi guys,
Just playing with the timing of my car. When I short the TE1 and E1 pins in the diagnostics plug, the timing doesn't change. It was sitting on 35 and didn't move when the pins were shorted. I set the timing to 25 and drove around like that for a few weeks.
Then I did the timing again. Same thing this time too, shorting the pins didn't move the timing off 25... This time I set it to 10 degrees and it's running really badly.
The timing was done by different people with different equipment each of the times.
Is this a bit suspect?
Is there a current that goes across the pins? ie: Can I use a test light to check that I have the pins shorted?
My car is running like shit and it's pissing me off.
