By the sounds of things, a Ta22 would be right up your alley, there is still a few reasonable ones about and a twin carb 2T-G is heaps of fun. As far as insurance goes, I think the 2T-G Ta22 was available new in Aus. This should make the premiums affordable.
You should be able to pick up a reasonable one for not much more than the insurance premiums on my car
