It could be a fuse, but it sounds like it's lost the gas out of it. Air-conditionering systems have 2 pressure switches, a high pressure and a low pressure switch. If there's not enough gas pressure to switch on the low pressure switch, the compressor won't spin up as you say.

If you can rule out a fuse, you might need to take it to a auto electrician or mechanic.
