as long as you have a bit of mechanical aptitude, and the engine manual for your car (haynes or the like), then fiddling with the timing isn't especially hard if you have a timing gun.
Of course, if you dont really understand what you're doing it's pretty easy to make your car run a lot worse by fiddling with the timing.
to do any serious tuning to an EFI, you need to get it computer tuned, which is best done by a mechanic who knows what he's doing (unless you have an a/m engine computer and understand the consequences of waht you're doing)
carbies, to the best of my knowledge, are a pain in the arse to tune properly, and people who can tune carbies properly are a dying breed.
