Cheap and easy(read bodgy) option:
Ingredients
1 tin of plastic etch primer
1 roll of masking tape, 25mm wide
1 tin of touch up paint(matched to your car)
1 sheet of wet and dry paper
1 newspaper
Method
1)go down to local Super Cheap store and buy plastic etch primer, masking tape and touch up paint to match your car(paint code on compliance plate).
2)grab yesterdays newspaper and the masking tape and cover area around mirror housing.
3)DONT FORGET TO MASK THE MIRROR!!!!
4)clean dead bugs and other crap from mirror housings.
5)LIGHTLY sand housing surface to help paint adhesion.
6)spray with etch primer
7)have a beer/coffee/smoke etc while it dries
Coolspray with three to five LIGHT coats touch up paint
9)have a beer/coffee/smoke etc while it dries
10)remove masking and admire your wonderful handy work.
Note: dont cut or polish for two weeks. paint has to fully set otherwise youll never get a shine.

Painless option:

2)take mirrors to local pannel shop and give them your paint code
3)collect at agrred time (can vary from 1 day to "what mirrors?")
4)refit mirrors to car
5)stand back and admire your handy work
