I'm pretty sure you'll run risk of killing your pump by putting a filter infront of it, the whole idea of the surge tank is to provide it with an unrestricted & constant flow, so it doesn't have to suck, it only has to push.
If you look at any factory EFI pump they have big mesh strainers on the pump inlets (I'm talking about in-tank pumps here) that would stop big stuff getting through but would cause no restriction to flow.
Just make sure you give the surge tank a really good rinse out before installing it, I'd be suprised if there was much loose material inside, unless the welding was really dodgy. And run a low pressure fuel filter infront of the low pressure pump, & this will protect both pumps.
