You would need to check volts at each lamp socket before you can say where the fault is. If voltage is the same the problem is the lamp. Most likely the voltage is different and the faullt is a bad connection eg Lamp connector, earth or interconnect to power.
If you suspect the lamp, swap them; the fault will follow the bad 'un.
