I think the general concensus is that if they are firmly attached and they have an ample amount of rubber nodules then they are legal.
I was checking some of them out in Supercheap Auto the other day, they had cheap ones, and they were labelled "offroad use only", whereas some of their more expensive ones that were copies of the MOMO Tuning ones weren't. I'd assume that they were legal based on their construction also.
