I think (from hazy memory) that the ruling is they have to have raised sections for grip. This could mean either rubber OR metal, as long as it is enough to grip (pretty grey area i know).. Some aftermarket pedals are completely smooth though, which look pretty cool but wouldn't be the safest thing in road cars. On a side note, your accelerator pedal can be any construction you like, since it doesn't matter so much if your foot slips off that (compared to slipping off the brake for example!). Oh, and in regards to the thing about being able to buy them in any K-mart or auto-shop or whatever... The law is, that it is the responsibility of the Vehicle Owner to make sure that any modification to the car is legal.
