ok... fuel cut is around 12psi (give or take a couple of pounds as it does vary slightly between cars)
sounds like your problem though is more likely to be your boost controller installation
assuming you've installed it correctly you need to disconnect the other vaccuum line - it goes to the turbo vsv which allows the ecu to control the boost
disconnect then plug it and that should hopefully solve your problem
if you are hitting fuel cut then you will need a fuel cut defender to go beyond it... but i personally wouldnt get one unless you had the mods to handle the extra boost
