Rebuilding an engine and/or upgrading the internals is going to cost you a lot of money, especially if you can't DIY (and it sounds like you can't). The way I see it, you have two sensible options if you're on a limited budget:

1. Keep your existing engine and tune the fuel and ignition system to factory specs.

2. Swap in a 2T-GEU with factory EFI.

The latter is the preferred option IMO, but it will cost more and involve a bit more work. It's also becoming harder to find 2T-GEU's with EFI still attached, but they do exist. On the up side, they're very fuel efficient and have more power than the 2T or 3T.

Forget the 4A-GE, it's not much better than the 2T-GEU and it's a lot more screwing around since it's not a bolt-in conversion. The 3S-GE will cost $$$ because you either have to convert a FWD engine to RWD (expensive) or buy a late-model Altezza engine (REAL expensive).
