Thanks all for this info.. Seems it quite possibly is normal.

It is only single cylinder drum brakes.. Can you convert to twin without too much work? Or would it be better just to try and convert it to disc brakes?

Here is a pic.. To me it looks like bottom is almost new and top very worn..

You could even see the bottom of the shoe had heaps of brake dust on it whereas the top had recently been worn down. In all honesty it looks like the bottom has hardly ever made contact.
