I would do exactly what that rolla boy above said. Do all the leads, plugs, filters, rotor button, retime/retune it, get the carbi rebuilt, timing belt, clean all the oils out, is it a pod or an airfilter element?
Just replace all of the cheap shit stuff and you'll probably find a fair increase.

You could go to all that trouble and spend a fair amount of money in the process, but at the end of the day you'll be left with a 21R-C. There's no escaping the fact that this engine is gutless, even when in pristine original condition. Is it really worth the effort? You might want to give that some serious thought, especially when a stock Excel will be able to beat you at the lights...
