The brackets are a good idea for a lowered car, however I am not sure on the legalities for a road car. You might have problems with road clearance depending on how low they sit. It looks like a much better option than moving the chassis mounts though.
By the by, don't get these things confused with the big chrome plated tramp bars you see on leaf sprung drag cars, they are for a very different problem.
