Just paint the valve cover fluro yellow or pink, that way they will think it's just some nifty plastic engine cover.
When you transfer a vehicle you just need to present it so they can check the Road Worthy Certificate and the Chassis number and Engine number. Because as far as Vicroads is concerned once it's passed RWC it's all good. And knowing someone who is a little sloppy in their RWC can pass just about anything. I've seen a GZE Sprinter pass without engineers.
Sure it's not legal, and probably not safe, but who's stopping the people driving around on bald tyres, making enough smoke to cause smog alerts.
But it's worth getting a proper roadworthy, you are going to be driving it, how much is your life worth?
