I'm going to be doing the same in the near future.
First of all you'll need to go to the cop shop to get a permit to drive the unregisted car on the road. You can only drive it if you are going to get road worthy items fixed, a road worthy or registration. An it can only be driven between the hours of 7 am and 7 pm.
Then when you take it in for a road worthy then they'll list all the engine numbers and chassis numbers on the paperwork.
Once that passes, take you car down to Vic Roads with the paper work. They'll probably ask you to bring your car in so they can check it all to make sure it's ok and check the numbers.
You'll then get all the papers you need for rego. You shouldn't have to pay for the plates unless you get personalised ones. They should just be covered in the cost of the rego.
