from what i remember all they did was check that the engine/VIN numbers matched what you write down on the registration form.

i'm not sure about having to go to the cops to get a permit, cause i remember we didn't have to, the vicroads people just told me if i got pulled over show the cops your appointment number and they could call vicroads and check it out.
(dont quote me on this, it was a while ago and might have changed)

you do have to pay for the number plates, its only around $30-$40 though
