These are moving coil guages. Basically an ammeter. A variable resistor changes the current draw in the circuit. The variable resistor in this case is the fuel sender.
The fuel guage basically measures current(the guage is not calibrated in amps though)
The cause for the jumping around is basically sloppage in the guage linkages etc.
not sure if there is an easy fix for this problem
