By the sounds of it you've got a Celica!???

Hope you know how to weld or know someone that does.

That rust between your front and rear wheels is actually in the sil, not the chassis rail. This is due to all the drain holes being plugged. Un plug them and dry it out. Not as bad as it seems.

To solve all your rust problems just start cutting the bubble's out and about 4cm's around them. That's the only way you can be sure you get most of it out, otherwise it will keep coming back. That's what I've had to do to my project. Once the rust is cut out just weld new bits of metal in and then shape with metal filler or bog. Not sure how legal bog is though in some states.
