well it all depends. Fiberglass sets VERY hard, naturally, and you can mix the resin up so that it is very stiff and will set very quickly. But this isn't absolutely necessary - depending on your timeframe and paitience level. Mine is quite small. 
I scraped all the rust out I could, and the sanded the area as well as using a wire bit on a drill, and then painted the surrounds with the K & H Rust Converter (very good stuff)
I then applied fiberglass to the interior of the panel, and waited till it was quite stiff and then applied one or two exterior coats. The bulk of the fiberglass support came from the interior so that the 'wall' was actually quite strong.
Then I attacked it with an orbital sander and brought it down to a nice smooth surface and then I painted it!
Presto!
