they aren't the only concerns manufactorers have, they also have to think about the public image. Toyota don't want their name and the phrase "P-plater legal street weapon" in the same sentance. They can't make cars hugely powerful cause they'd be too dangerous, plus less reliable.
Look at the phase 4 falcon, ford never released it because of the public outcry over the power they were producing.
