For white cars i've used silicon to fill holes as large as 5cm in diameter... it's nice and thick + its easy to smooth over... just have to watch that they dont see and light holes poking thru...
On a side note... panel rust in "cut out and fill" sizes are absolutely legal.... only rust in critical chasis frame / important places of logical safety are illegal...
Does any one know if a good condition spare tyre is needed... ?? One would think so...
