Karl,

With the car off take of the dizzy cap and disconect the Vacuum advance hose at the engine end (not the dizzy end). When you look into the dizzy you should be abble to see the inside part of the vac advance.

Suck on the hose and you should see it move towards the hose and in turn spinning the Dizzy babse anti clockwise. If you can suck air thru it or it doesn't move its stuffed !

If you can't suck air thru it and it doesn't move then givethe base a good clean you should be able to see where the base turns around the outside. It may just be gummed stuck.

As for the weights, I honestly am not sure how to check them I have mine done for me by Frank Kleinig at Girraween and they have actually been reset to give a base timing graph of 13 degrees and the vacuum advance is no longer used. That is in a Points type dizzy tho.
