electrics are easily adapted, and the fuel side will need a high PSI fuel pump and replace the standard rubber at the tank with efi hose and clamps. As far as cost goes that is really dependant on how much you get parts and engine for.
you will need things like fuel filters, engine loom etc and may want to consider getting the injectors serviced if the engine has been sitting for a while, if its an import you may want to replace all belts and seals as well, you can pick up early GE's for relatively cheaply as a whole package, and there are people at various clubs upgrading to GZE or 100Kw so finding them isnt too hard.
on top of the cross member you will also need the engine to gearbox supports at the bottom of the engine
