when boosting a motor, you have to change the same things with an SC as with a turbo... well not exactly but:
for SC:
compression,
timing,
intake manifold (ideally),
crank pulley and SC bracket,
IC and plumbing,
fuel injection.
for turbo:
compression,
timing,
exhaust manifold and exhaust,
intake manifold (ideally),
IC and plumbing,
fuel injection.
not to mention internal mods you will need to do to the motor.
an SC will give you more torque than turbo from idle to maybe midway thru rpm range. a turbo will give you torque from maybe midway thru rev range to high in the range. it depends what you want to drive. a turbo has higher rpm capability since an SC robs power at an exponential rate, but the turbo has lag, which an SC does not.
maybe start looking thru Corky Bells books to give you a few ideas??
done right? done right they both will be great, but different characteristics.
an underdriven SC12, or a starlet turbo, as Alex said, will be about right.
