Hey Guys,
I found the culprit.

The specified wheel cylinders have a large piston bore in them and this results in the rear wheels locking prematurely.

So the solution is to use TA22 wheel cylinders which have a smaller piston.

We also kitted the master cylinder while we were looking for problems.

thanks for the help guys.
and thanks to Rod who knew and answers!!
