It depends on a lot of things, but the engine you describe should be good for somewhere between 180hp (barely streetable) and 200hp (not streetable at all). You'd be insane not to use EFI on a street-driven car; it makes a huge difference to overall drivability, and the wiring issue is nothing to worry about if you're using an aftermarket ECU.
