the difference is programmed vs programmable. most factory ECU's are locked, but you can alter fueling my mucking about with sensors.. but that isn't a great way to do it.

as for the repairs? go and get them to document EXACTLY what they did, both first and second time. 'repairs to the head' is not good enough of a description.
