A Thermo fan "should" cool better then a engine driven one due to the fact the only time a fan is required to move air is when the car is stoped or at low speed and thus the engine is at low speed so is the fan IE not moving as much as an electric fan fully on no matter what engine speed.
what kind of fan are you trying to fit on it that wont clear the engine??
