Tuning twin sidedraughts is an art form and it can't be easily learned (not if you want to do a decent job anyway). I doubt your mechanic is doing much with the carbs for $80 though; more likely he's setting the ignition timing, adjusting the points gap and checking the plugs. All of this can (and should) be learned by any car owner. Get yourself a workshop manual and go nuts!
