There is only really 1 thing that could make an engine idle fast and that obviously is air getting into the inlet manifold.
A couple of things I'd try...
Take the inlet pipe off the throttle body and totally cover the opening with your hand, this will eliminate the throttle butterfly.
take the hose off the Idle speed control valve and block the opening, this will confirm or eliminate that.
Do the same for any other hoses on the inlet manifold after the throttle butterfly.
