Have you checked the line? When I installed mine (used a line from the intake mainfold) it didn't work - then we found the line was kinked as it connected into the cup (gauge holder). A little fiddling around and hey presto! A working boost gauge.

Make sure the line (or connection to manifold) is not blocked,as does actually connect to the manifold/whatever else you're using and you can feel vaccum from it when the engine is running. If it's a mechanical gauge there's very little else that can be wrong.
