Ideally the head should be serviced before install. I've never used it, it came with a load of 18RG parts I bought and so can't comment on it's condition, but to say for the price it would still be cheap enough to buy and service for your use. There are no webers included for $100, only the inlet manifold to suit them. Selling it as I have no definitive plans for it, and it's just cluttering up my shed at the moment.
It also comes with a broken cam that was specially ground to suit the webers on the 18RC, to be used as a guide for grinding another cam up to suit also. I don't have pics at the moment as I'm in Melbourne while the head is in Perth, can get some for you, but not till the end of the month. Phoytos won't really show much aside from what I have described, a 18RC head with port work, big valves, and double valve springs!
