To answer your questions:
1. You can get them to go as hard as you want them to go, it's just a question of how much you want to spend. Yes you can comprehensively spank a Silvia or your typical Aussie V8 with a suitable turbo engine conversion as suggested above.
2. Without mods they're pretty cheap to insure. With mods, it depends how modded we're talking but in most cases you might as well bend over and grab your ankles. 
3. Handling in standard form is average to woeful, depending on the condition of the suspension components (which is usually pretty poor since they're 25+ years old now). However with a few simple upgrades they'll handle extremely well.
My only suggestion is you take the time to look for a good specimen; there are lots of very dodgy RA23's out there, and most have succumbed to rust and/or dodgy smash repairs. If you get a dodgy one you'll spend a small fortune just getting it up to scratch, so it's worth waiting for the right one and paying a bit extra for it.
