very easily.
the boost gauge (vac pressure) will have 1 hose you connect to your inlet plenum, and 2 wires which you connect to a power source to light the gauge. make sure it's a variable source (like your dash lights or ciggy lighter) if you want to be able to dim them.

tacho likewise *should* be easy, but check first with someone who knows what the output is of the 1990 celica tacho wire... most a/m tachos use 12v
