Both the Celica GT4 and the Corolla were inspirational cars, what I think he is referring to is when Toyota was thrown out of the WRC when it was discovered that "someone" had designed the compulsory restrictor to move out of the way under load.
It was pass inspection but in the heat of racing a lot of its restriction disappeared
