i have put the cover on without taking the head off, but it still leaked a little from the top since the head gasket was slightly damaged. you would definately have to loosen the sump. I was using a custom timing chain cover gasket which i wedged between the head and the cover.

If you have the cover off i would personally try to carefully get it on without damaging any gaskets before resorting to removing the head, but if your planning to take the cover off, plan to take the head off with it.
