must be not fueling the engine properly - specially as you're replaced the plugs 
have you tried beating-up/hurting the idiot who put mower fuel in it? 
e.g. "if you don't start this time, i'll have to begin punching him! "
can you check if you're getting fuel at the rail? do the plugs smell like raw fuel if removed? maybe the injectors are clogged with oily shit from the 2-s? do you have enough fuel pressure (maybe the pressure regulator didn't like the oil)?
was the timing changed/modified while attempting to rid engine of 2-S? any backfire or exhaust pops while trying to start (enough fuel, timing way wrong)
