can't get on boost.. BOV/wastegate stuck open?

this morning i pulled up next to a Lotus at the lights on Harris Street, and did what i had to do (supra wins, woohoo ).
but now, boost is gone. the boost gauge won't go above 0 and it sounds like it's permanently "blowing off". i'm not sure if the noise is from the BOV or some kind of factory plumback... whatever it is it sounds pretty cool, but i sure don't like not being able to boost.
i have heard of BOVs getting stuck open, is this what has happened? any suggestions/fixes?
