From memory (my 3TG has been gone a while! ) the upper line is water, and attaches to either the throttle body or inlet manifold water fitting (cant quite remember right now) at one end, and the thermostat housing at the other.
The lower line is an oil feed, from the sandwich block (between engine block & oil filter) that runs around the front of the motor to the oil distribution block (part of the thermostat housing) to feed the turbo, and connect with the oil cooler outlet line.
I'll try and find pictures in my 3TG manual.
