My 4k was in a ke30 although the motor was originally from a 1980 ke50. It had been rebuilt to standard spec and went well for what it was. I didn't have a taco but i don't think mine would have reved much more than about 5500rpm. It sounded bad at about 3000rpm 
Sounds like yours may have something done internally. I have no idea what your second heater thing is, but it's definately not a turbo. Turbo's don't look like heaters
