Yep, very do'able. My turboed Celica delivers 9-9.5L/100km, and thats in an older and larger engine, and heavier car. At 110Km/h there is a slight amount of boost going in, but not enough to kick in extra fuel, hence the good figures.
Drivability will also depend on turbo size, I recommend either a brass or ball bearing T28.
