The normal operating temp is around 80 degrees, but I also have problems getting to operating temp with the celica radiator, when it's cold my temp will get to maybe 60 and won't go any higher.
In winter I have a peice of cardboard that I put over half the radiator, which works well. Even on hot days in traffic with the carboard the temp will get to about 94 degrees where my thermo fan kicks in & will never get any higher.
If you're very sure that the guage is working ok then you could try covering the radiator up a bit, otherwise my next step to getting things a bit hotter is to add a turbo, that should fix keep things a bit warmer.
