sounds about as good as her chances unfortunately.
she has NO HOPE AT ALL with the IPB - they rarely go against fines, and only if theres an abvious fault
her only option would be court
and unless she can prove that she had a dying friend in hospital or something like that, her chances are piss poor.
theyd be slightly better if she had a 5 year clean record of driving behind her
