You need to keep in mind that NA mods cost lots of money for relatively little gain. Also remember that any power gained at the top end will come at the expensive of bottom end torque, which can be a significant problem in a relatively heavy car like the IS200. Frankly I don't think you'll be able to improve the real-world performance of your car without sacrificing streetability, unless you take the forced induction route and/or do an engine swap.
It's a shame a 1G-GTE swap isn't legal, because that would be a simple and very worthwhile upgrade!
