Check your manual, they are fog lights which are wired to the parkers. When you switch them on (using the dash mounted switch) they turn on with the park lights.

Mate of mine got done on Thursday driving to Bathurst in his VX SS. $76 fine for driving with fog lights on during the day. It is definitely an offence in NSW to drive with foglights on when there is an absence of fog.

The issue of driving vs fog lights is quite confusing (and very emotive). Driving lights as I understand are wired into the high beam circuit. Operating only when you have your high beams on.

Me, I personally don't care if people use them or not. I had a sliver VX SS and I never switched mine off (in VIC it isn't illegal to drive with front fog lights on). Safety. With all the Commodore's running around with them on I never had a problem with the brightness of others therefore I assume the whingers who complain about the lights "hurting their eyes" have overly sensitive eyes and should consider some of those sexy sunglasses the oldies like to wear (sort of like welders goggles).
