Engine Trouble

hey, recently my T18 has started to play up. i came to notice this when i removed the air filter. it pretty muchs goes -chug, chug, chug, chug and sort of convulses. i think it might be something to do with the carbie....anyone got any ideas???
And the at the end of the exhaust u can put ur hand near it and it seems to be puffing, and not a constant release of emmisions. and one in tassie know anyone who could help?? or anyone know how to help
