Save your self the money and use the pulley set from a 2Y hilux motor. Jonny yes it is possible to get 2198cc out of an 18R block. You have to have it checked for wall thickness before you bore it out to 90.5mm, and run some VW 1916cc forged pistons. A good conversion only problem is finding someone to machine valve reliefs in piston tops to suit twin cam. Last time I did this conversion it cost me $500 it 1995. Pistons alone now cost $800.
