yeah man I just twisted it with my fingers but it is hexagonal at the end with a screwdriver slot as well..
I think it controls not the idle speed, but like Norbie said, it sets an adjustment and allows more or less pressure for idle when the engine is under certain load at idle.
Maybe it is like a minimum pressure diaphram making sure that the engine stays at X when affected by Y..
