i have damn similar looking thing on my 4KE setup, agree it is an idle air bypass type of thing, but what triggers it i'm not sure. the starlet it cam from did not have A/C hmmm, can't find the pic of it attached, but it has two large pipes, one to plenum, and one from TB (filter side) and two vacuum tubes....
fiddle with it and see what happens?? maybe open up a lot, see if it affects either cold or warm idle, ro AC idle, then turn all the way in and see what happens.. should take you a day or two to get it figured...
when you find out, let me know i was going to modify it to be the idle speed screw (if the TB doesn't have one)
